What is Proof of Registration (PoR) Card?

Proof of Registration (PoR) Cards are identity cards issued by the Government of Pakistan to Afghan Refugees. According to the National Database and Registration Authority (NADRA) a PoR card indicates that the person in possession of the card is legally registered and can stay in Pakistan. It also entitles Afghan citizens to certain privileges like opening bank accounts, obtaining a SIM card, renting a home, etc.

Can Children Get PoR Cards?

According to guidelines by the Commissionerate of Afghan Refugees, Afghan refugees who have a PoR card can get their children registered under their name. Once the child reaches the age of 5 years, he/she can get a PoR card by going to a PoR Card Modification (PCM) Center, along with the parent whose card carries his/her name.

What are PCM Centers?

A PoR Card Modification Center (PCM) is a center for the renewal or modification of PoR Cards run by National Database and Registration Authority (NADRA) with support of the Commissionerate of Afghan Refugees (CAR).

What if a valid PoR Card Contains Incorrect Data or is Lost or Stolen?

An application for a modified or duplicate (in case of loss or theft) PoR card can be made at any of the PCM centers. In case of a lost/stolen PoR card, a First Information Report (FIR) from the police or Ministry for Refugees and Repatriation (MoRR) of the Government of Afghanistan in Pakistan attestation, (with the applicant’s name and PoR card number) must be presented at any PCM center to obtain a new PoR card. The individual who has lost the card will need to attend in person and the FIR from the police should include the applicant’s name, father’s name, province, and district of residence in Pakistan and province and district of origin in Afghanistan, PoR card number, police station’s telephone number and address and name of the person who issued the letter.

How Can an Afghan Refugee Get Support with PoR Card Renewal for Accessing Other Public Services?

The Commissionerate of Afghan Refugees (CAR Urban Refugees Support Units in Pakistan have been established to provide support to registered Afghan Refugees in getting their PoR cards and get them connected to other public/private services related to health, education, and livelihood.
