Benazir Kafalat Program is an unconditional cash transfer program of Government of Pakistan under Benazir Income Support Program (BISP). Under the program, stipends of 10,500 Rs. are transferred every three months to women and transgender persons who are living in extreme poverty across all districts of Pakistan. The disbursement of funds is done through biometric verification at ATMs, at retail shops designated across the country and specialized campsites of partnering banks countrywide.

Bank Alfalah is the partnering bank of Benazir Kafalat Program that serves payments for Azad Jammu and Kashmir, Gilgit-Baltistan and Khyber Pakhtunkhwa. Whereas Habib Bank is the designated bank for Balochistan, Islamabad, Punjab, and Sindh.

How to Check Eligibility for Benazir Kafalat Program?

Families which have participated in the National Socio-Economic Registry (NSER) Survey conducted for Benazir Income Support Program (BISP) and their household’s score is under 32 are eligible for the Benazir Kafalat Program. Families surveyed for the program can check their eligibility for the program online via the 8171 web-portal by entering their Computerized National identity Card (CNIC) number.

If the family meets the criteria, female member of the household who is either married, divorced, or widowed can benefit from Benazir Kafalat Program.

Who are not Eligible for Benazir Kafalat Program?

Following individuals are ineligible for Benazir Kafalat Program:

  • People who are filers and pay tax.
  • People who own a car.
  • People who are employed by the government and their spouses.
  • People with overseas travel history.

How can families who are not registered in BISP register for the program?

BISP through Benazir Tehsil Offices (BTO) is currently conducting BISP Dynamic Survey to register families in National Socio-Economic Registry (NSER). Families which have have not participated in the previous surveys (or need to change the information they provided) can visit Benazir Tehsil Office near them to register their households.

Who can register in BISP Dynamic Survey?

Families who can register in BISP Dynamic Survey are

  • Which were not surveyed previously,
  • Whose information needs to be updated,
  • Who last participated in a survey two years ago.

What are the Documents required for Dynamic Survey?

To participate in the survey, you will be required to present the following documents at the registration center,

  • Original CNIC issued by NADRA,
  • NADRA issued B-Form/ Child Registration Certificate (CRC),
  • Electricity and Gas Bill (if you have electricity and gas connection at home)

Note: Please, provide correct information during the survey and do not conceal any important information. You can get permanently disqualified from the program if you provide any false information during the survey.

What is the Registration Process for the Dynamic Survey?

The procedure for participating in the BISP Dynamic Survey is as follow,

  1. Go to BISP Tehsil Office (BTO) nearby,
  2. Locate the Dynamic Survey Registration Desk at the office and stand in the line,
  3. Provide your CNIC and B-Form/ CRC of your child to BISP representative at the desk,
  4. The BISP representative will issue you a token for ‘New Survey’ or ‘Update Survey’,
  5. Once you receive the token, you will be directed to a waiting area where you can wait for your number to be called to go the Registration Room for your survey,
  6. When your number gets called, enter the Registration Room,
  7. The Data Entry Operator present in the room will ask you questions regarding your socio-economic status and fill a form,
  8. Once the form is completed, your thumbprint will be taken to verify that the information you provided is correct,
  9. When your survey is completed, you will be given a token and you will also receive an SMS from 8171 confirming your participation.

When will newly registered households get information regarding their eligibility?

The on-going dynamic survey will be conducted till June 30, 2024. In July 2024, BISP will determine the eligibility of participants of the survey after which messages will be sent out to the eligible household from 8171.

What is the fee for BISP Dynamic Survey?

There is no fee for BISP Dynamic Survey. If anyone asks you for a fee for participation in the survey, you should contact BISP Helpline, 0800-26477, immediately to report them.

Is there any way to Register Online for Benazir Income Support Program (BISP)?

BISP does not conduct surveys for the program online, on call or through SMS. The dynamic survey is done only at BISP Tehsil Offices. Please, do not share your information online on any website pretending to be BISP website or any person impersonating to be BISP representative, on call with anyone or through SMS.

Does BISP conduct Door-to-Door Survey?

BISP previously conducted door-to-door survey, but the practice has been discontinued. BISP is conducting surveys only through BISP Tehsil Offices now. Please, do not share your information with anyone who comes to your house pretending to be BISP representative.
